In 2004, Christian Blanc, a Member of Parliament from Yvelines county, presented a report to the French Prime Minister that recommended "building clusters around strong, responsible local key players."
After launching a call for projects that generated 105 applications, the Inter-ministry Committee on Regional Development and Competitiveness (CIACT) gave its accreditation to 67 competitive clusters on July 12, 2005.
After mergers between already accredited clusters, there are currently 66 clusters:
